No, you cannot do anything without a CD. Here are your options:
    a) If your PC came with a factory restore CD, use it.
    b) If it came with a boot CD to restore Windows from a hidden partition, use
    it.
    c) If it came with a WinXP CD, re-install Windows.

    For options a) and b):
    - Read the manual that came with your PC.
    - The restore process may destroy all data currently held on the disk.

You'll need to give more info that this. What do you mean, "to keep
from accidentally deleting my windows..."? Turning your computer off
improperly can result in any number of problems.

Turn on your computer and start pressing F8 repeatedly until you get a
text menu. Select "Last Known Good Configuration" and see if Windows
boots. If not, do it again but select "Safe Mode". If it crashes, you
may have to spend the $90. Just make sure they perform a "repair
install" and not a clean install, otherwise you will lose all your data.

If you can get in using safe mode you may be able to do a system
    restore.

    What did you delete?

To add to that if you do end up having to wipe the drive to restore or
start over it should be possible for you to stick the drive into
another PC (as an additional drive) to copy off any wanted files.

    You are still very vague.

What exactly do you mean by "cut it off" - do you mean you turned off
the power? If so, was it without going through the correct shut down
    procedure?

What exactly do you mean by "keep from deleting my windows"? Did you
or something (virus?) start deleting the windows folder?

your gonna have to learn how to give details, we have no idea what (I cut off
    my computer) means.

did you take a knife and cut some kind of wire?
what were you doing, and why, did you unplug it? did you turn it off? how
did you turn it off and why?

it's almost impossible to repair windows without an install cd.

This is a uselessly vague statement.

    > I tried pressing F8 and restoring it but had no luck

Hardly surprising, since F8 doesn't provide a restore function.

    Actual details would be helpful.

When you reply, leave the prior comment that you are replying to.
Otherwise your post doesn't make any sense. Many people only view
unread messages and not every post in the thread.

So far nothing this person has typed has made any sense. I'd like to
know how Windows would delete itself and how unplugging it would stop
that as I'm guess, by that point, many files were deleted. Still not
sure HOW Windows would have got deleted, however.

I'm guessing he/she became aware a virus was going through his files
deleting/changing stuff and cut the power to prevent further file
    damage.

This is what I did when I got my only Windows destroying virus...But
that was almost 10 years ago when I didn't know any better. Of course
when I came to boot Windows again it failed.

Sounds like *you* were the virus. ;-)

Seriously I was so annoyed with myself. I opened an email from a
friend and clicked on the attachment (as you do!)...After about 3
    seconds I said "**** that's not my friend's name!"....HD went
WUUUUURRRRLLLL obvious what was going on....I was too late though.

Before then I was adamant that viruses didn't actually exist.

in the future, please suck it up and tell us honestly what you did that
caused windows to possibly get deleted, sure there are people who will make
fun of you, however, the people who really want to give helpful advice will
do so, and you will get help for the future, after a while you learn to
ignore the ones who are rude, and take it as part of regular business on the
    internet with the public.
